Job Description

  • The candidate will be responsible for leading and executing BC Hydro’s Capital Forestry and Access programs, reporting to the T&D Portfolio Manager, Vegetation and Access, in support of transmission and distribution capital projects across the province.
  • The candidate will be responsible for ensuring forestry, clearing, and access planning activities meet BC Hydro’s reliability, regulatory, environmental, Indigenous, customer, and organizational commitments.
  • The candidate will be responsible for providing strategic direction, leadership, and mentorship to a multidisciplinary team of Capital Foresters and Access Work Program Managers.
  • The candidate will be responsible for translating portfolio-level priorities into actionable work programs while balancing safety, risk, cost, schedule, and constructability.
  • The candidate will be responsible for developing a program oversight model that identifies and manages key performance indicators to assess program capacity and health.
  • The candidate will be responsible for overseeing the delivery of professional forestry services including timber harvesting, vegetation clearing, forestry engineering, and access planning.
  • The candidate will be responsible for providing expert guidance on technical scope, cost estimating, scheduling, and risk mitigation for forestry and access activities supporting capital projects.
  • The candidate will oversee the planning, construction, and maintenance of access required to support capital project delivery, ensuring alignment with land tenure requirements as well as environmental and cultural considerations.
  • The candidate will be responsible for providing field leadership through site visits, addressing safety, quality, and performance issues.
  • The candidate will be responsible for supporting procurement strategy development, contract scoping, proposal evaluation, and contractor performance management.
  • The candidate will be accountable for program budgets, forecasting, and overall financial performance, while tracking progress against annual plans and established performance metrics.
  • The candidate will be responsible for building and maintaining effective working relationships with internal partners, including Project Delivery, Properties, Indigenous Relations, Environment, Safety, Legal, and Procurement teams.
  • The candidate will be responsible for representing Capital Forestry and Access programs with First Nations, regulators, government agencies, landowners, and other external stakeholders.
  • The candidate will be responsible for supporting regulatory compliance, audits, and reporting related to forestry, access, and capital construction activities.
  • The candidate will be responsible for leading continuous improvement initiatives and adopting innovative practices, tools, and technologies to improve program efficiency and effectiveness.

Job Requirements

  • The candidate must possess a Bachelor’s degree in a relevant discipline such as forestry, science, resource management, or business, or an equivalent combination of education and experience.
  • The candidate must be registered as a Professional Forester in British Columbia.
  • The candidate must have a minimum of eight (8) years of progressive experience in forestry, vegetation management, utility operations, construction management, environmental programs, or related fields.
  • The candidate should demonstrate strong leadership abilities with experience managing teams and fostering a collaborative and inclusive work environment.
  • The candidate must have strong technical knowledge in utility vegetation management, arboriculture, or related disciplines.
  • The candidate should have experience delivering large-scale, multi-project programs while balancing safety, cost, reliability, and risk.
  • The candidate must demonstrate the ability to build and maintain effective relationships with both internal teams and external stakeholders.
  • The candidate may have road construction experience, which is considered an asset, including involvement in new builds, upgrades, maintenance projects, right of way or access road development, and work within active construction environments with exposure to contractor oversight, safety, scheduling, and regulatory or environmental compliance.
  • The candidate may have additional qualifications such as a Project Management Professional (PMP) designation or an MBA, which would be considered an asset.
  • The candidate will be required to demonstrate experience in continuous improvement and sound decision-making within complex operational settings.
  • The candidate must be willing to work in a hybrid arrangement, with a minimum of three days per week in the Burnaby office.
