Job Description
- The candidate must review construction drawings and subdivision plans for technical accuracy and compliance with design criteria, specifications, bylaws, and guidelines.
- The candidate must conduct inspections of roads, sewers, waterworks, and other infrastructure projects to ensure safety, quality, and compliance with standards.
- The candidate must identify safety hazards, deficiencies, and substandard workmanship and ensure timely corrective action.
- The candidate must research, develop, schedule, and administer municipal construction projects including roads, drainage, water, and sewer systems.
- The candidate must prepare tender documents, cost estimates, technical reports, and project recommendations.
- The candidate must process contractor payments and progress reports and coordinate testing of construction materials.
- The candidate must monitor and oversee municipal crews, contractors, and utility companies to ensure compliance with safety requirements.
- The candidate must respond to public inquiries and complaints, providing clear explanations of municipal policies and assisting in issue resolution.
- The candidate must consult and coordinate with consultants, contractors, and internal departments to ensure successful project delivery.
Job Requirements
- The candidate must have graduated from an Institute of Technology diploma program in a related discipline.
- The candidate must have municipal engineering experience or an equivalent combination of education, training, and experience.
- The candidate is required to demonstrate above average public relations skills and the ability to deal effectively and tactfully with the general public and contractors under stress and adversity.
- The candidate is required to demonstrate considerable knowledge of municipal design and engineering standards for land servicing and related regulations and by-laws.
- The candidate is required to demonstrate knowledge of construction methods, materials, tools, and equipment used in municipal utility installation.
- The candidate must have sound knowledge of engineering mathematics and municipal engineering plans, specifications, contract documents, and related data.
- The candidate is required to demonstrate sound knowledge of computer applications relevant to the duties of the position.
- The candidate must have working knowledge of the fundamentals of budgeting and standard costing procedures as related to engineering programs and operations.
- The candidate must have the ability to research, develop, schedule, and administer Municipal construction projects, prepare cost estimates, and assist in the preparation of preliminary annual and long-range program budgets.
- The candidate must have the ability to assist with tender preparations for specific capital works and to review drawings and plans for technical accuracy and conformance to Municipal and other agency guidelines, by-laws, and specifications.
- The candidate must have the ability to establish and maintain effective working relationships with a wide range of internal and external contacts and provide technical information, advice, and interpretation of engineering requirements, policies, procedures, proposals, and related matters.
- The candidate must have the ability to deal effectively through verbal and written communication regarding public complaints and requests.
- The candidate must have the ability to prepare and maintain records, statistics, reports, and correspondence related to the work.
- The candidate must have the ability to express ideas effectively both orally and in writing.
- The candidate must have the knowledge to determine quality of materials and workmanship, make accurate notes and sketches, and prepare observation reports of work accomplished.
- The candidate should have prior experience and knowledge of W.C.B. and Provincial safety regulations.
- The candidate must be registered or eligible for registration with Applied Science Technologists and Technicians of British Columbia.
- The candidate must hold a valid BC Class 5 Driverโs License.
