Job Description

  • The Council Service Representative position supports financial, payroll and administrative operations for Council Offices and Accountability Offices.
  • This is a full time permanent role with a hybrid work structure at Toronto City Hall.
  • The role works closely with budgeting, purchasing, payroll tracking and financial reporting activities.
  • Staff support senior city offices in a fast paced and high volume customer service environment.
  • The position includes work with confidential records, travel claims and office staffing processes.
  • Employees work Monday to Friday for 35 hours each week with stable long term career growth.

Responsibilities

  • Provide senior level administrative support related to accounting, payroll, budgeting, travel and human resources.
  • Work with Mayor’s Offices, Councillor Offices and Accountability Offices regarding budgets, staffing and policies.
  • Review and reconcile salary expenses, payroll information and financial records across multiple budgets.
  • Prepare financial transactions, statements and accounting records for city offices.
  • Prepare salary projections, expense reports and year end financial reports.
  • Review and process Human Resources and payroll documentation for Council Office staff.
  • Coordinate onboarding and off boarding processes for staff members.
  • Enter attendance information and track vacation balances and lieu time records.
  • Process kilometrage, parking expenses and travel claims in SAP and CETS systems.
  • Review invoices and process payments according to city policies and procedures.
  • Coordinate monthly PCard reports and perform level one approvals.
  • Prepare purchase orders, contract release orders and goods receipt processing.
  • Maintain confidential employee files and records.
  • Review and resolve payroll issues, budget discrepancies and benefit related concerns.
  • Provide training and support when required.

Requirements

  • Present enrolment toward a professional accounting designation such as CGA or CMA or an equivalent mix of education and work history is required.
  • Extensive work history in municipal accounting or related public or private sector financial accounting and reporting is required.
  • Considerable work history reviewing and reconciling ledger accounts and preparing financial statements is required.
  • Work history applying accounting and purchasing procedures including accounts payable, accounts receivable, journal entries and payroll processes is required.
  • Skilled in Microsoft Word, Excel, SAP and computer based accounting and payroll systems.
  • Can create and format detailed reports and correspondence.
  • Can maintain expenditure and revenue spreadsheets and reconcile records with the general ledger.
  • Can perform detailed calculations related to operating budgets, funding and revenue expenditures.
  • Strong interaction skills and can communicate professionally with Members of Council, staff and the public.
  • Excellent customer service and interpersonal skills are required.
  • Strong problem solving and reviewing skills are needed.
  • Great organizing skills along with multi tasking ability so it can be done even with tight deadlines.
  • Can finish the given assignments with very little supervision.
    Can work in a team setting and share workload responsibilities.
  • Can maintain accurate and organized electronic files and records.
