Job Description

  • The candidate will be responsible for directing and supervising a multidisciplinary group of BC Hydro Construction officers, support staff, and external consultants in construction management, contract management, and commissioning.
  • The candidate will ensure that all construction work and associated activities related to assigned projects are planned in accordance with BC Hydro’s PPM Practices and executed effectively with respect to safety, quality, schedule, cost, and scope.
  • The candidate will provide leadership and ensure compliance with safety requirements.
  • The candidate will work with the Construction Manager 2 to ensure adequate resources are in place to support multi-year project and program plans.
  • The candidate will provide technical guidance and facilitate technical and constructability reviews and oversight for projects as required.
  • The candidate will assist in the development of business unit objectives, customer needs, and performance measurements.
  • The candidate will assist in managing the department’s operational performance to meet established objectives.
  • The candidate will conduct Constructability Reviews for projects throughout various stages of the project life-cycle.
  • The candidate will provide input to and review contract tender documents with respect to scope and risk.
  • The candidate will provide input to the public consultation process regarding construction site activities and issues.
  • The candidate may act as Hydro’s Representative, Hydro Representative Delegate, and/or Work Package Manager on a portfolio of construction contracts.
  • The candidate will manage construction and equipment installation contracts, ensure the successful completion of contract work in compliance with contract milestones, and verify and prepare payment documentation.

Job Requirements

  • The candidate must have 7 years of progressively more responsible and complex experience managing high-performance construction teams in a Construction Management environment.
  • The candidate must have a strong understanding of the electrical power system, Substation construction and components, outage staging plans, and Transmission Distribution System Operations (TDSO) in support of substation upgrade and new build capital projects for both Capital Infrastructure Project Delivery (CIPD) and Project and Contract Management (PCM).
  • The candidate must have extensive experience managing contracts, negotiating work changes, handling claims, and resolving contract disputes.
  • The candidate must have a High School Graduation diploma along with additional technical training in the electrical, mechanical, and/or civil fields equivalent to a partial university degree in engineering or graduation from a technical institute.
  • The candidate may be considered if they possess extensive on-the-job experience and training in place of a formal degree or diploma.
  • The candidate must have experience and knowledge of construction procedures used in the electrical utility sector, specifically for Transmission and/or Distribution Line installation, refurbishment, and removal.
  • The candidate must demonstrate strong organizational, project planning, and people management skills.
  • The candidate must have knowledge of contracting principles, health and safety regulations, and environmental regulations relevant to utility construction.
  • The candidate must be able to manage a project or a series of projects of considerable scope and complexity on time and within budget.
  • The candidate must be able to relate to and discuss issues with a range of professionals, including tradespeople and senior management.
  • The candidate must possess strong interpersonal skills.
  • The candidate must possess considerable technical knowledge in civil, structural, mechanical, and/or electrical work.
  • The candidate must have the ability and passion to provide strong work leadership and technical direction to engineers and other technical support staff.
  • The candidate must hold a valid Class 5 driver’s license.
