Job Description

  • The candidate will be responsible for reviewing construction design documents and specifications for non-routine, non-standard, and technically complex civil work, developing a detailed understanding of construction requirements, identifying potential project issues, and providing technical guidance to project managers, engineers, and designers before construction begins.
  • The candidate will assist Project Managers, Engineers, and Designers with tender evaluations, contract negotiations, and contract awards by reviewing tender submissions for completeness, scope suitability, requirements, civil design applicability, and technical constraints.
  • The candidate will review routine and non-routine, standard and non-standard civil designs at various stages from planning through implementation for both internally and externally designed civil projects.
  • The candidate will provide technical solutions for civil construction issues and develop effective approaches in consultation with Civil Engineers and Technologists when required.
  • The candidate will be responsible for negotiating and approving extra work requirements in consultation with the Civil Inspector Work Leader and Project Lead.
  • The candidate will be responsible for operating various survey equipment to lay out and review duct bank profiles, manhole grades and locations, support route selection, locate new and existing plant, and stake and locate poles and anchors.
  • The candidate will be responsible for assisting the Civil Inspector Work Leader with the delivery and receipt of externally contracted inspection and survey work by evaluating work requirements, timelines, locations, and project complexity, and coordinating information with local and regional inspection and survey clients such as Distribution Engineering and Design.
  • The candidate will provide guidance and technical information to BC Hydro staff involved in civil asset design and claims-related matters.
  • The candidate will investigate complaints regarding alleged encroachment on private property by BC Hydro services.
  • The candidate will provide leadership in civil construction inspection activities to support continuous improvement across projects and BC Hydro operations.
  • The candidate will provide constructive feedback to the Civil Inspector Work Leader regarding the application of standards and project-specific design documents to support continuous improvement.
  • The candidate will provide technical advice and guidance to Civil Inspector 1 employees and perform all duties associated with the Civil Inspector 1 position.
  • The candidate will perform other minor duties related to the position that do not impact the overall job classification.

Job Requirements

  • The candidate must have graduated from an accredited technician, technologist, or public works program.
  • The candidate must have three (3) years of utility construction experience or two (2) years of experience as a Civil Inspector 1 or equivalent civil inspector experience within the utility industry.
  • The candidate must be eligible for registration with ASTTBC as an Applied Science Technologist (AScT), Certified Technician (CTech), or Certified Public Works Inspector (CPWI).
  • The candidate with a degree in Engineering or a related technical field is exempt from the ASTTBC registration eligibility requirement.

OR

  • The candidate must have completed high school graduation.
  • The candidate must have six (6) years of construction experience on electrical utility underground construction projects or three (3) years of experience as a Civil Inspector 1 or equivalent civil inspector experience within the utility industry.
  • The candidate must have completed a basic survey course, which will be considered an asset.
  • The candidate must hold a valid Class 5 Driverโ€™s Licence.

Work conditions

  • The candidate will be required to work outdoors in all weather conditions and regularly work in construction environments with exposure to fumes, noise, and dust.
  • The candidate will be required to drive in adverse weather conditions, walk over rough terrain, climb in and out of trenches, lift underground plant lids, and work around heavy equipment and machinery.
  • The candidate will be required to work in close proximity to energized electrical equipment.
