Job Description
- The candidate will be responsible for providing leadership and guidance in procuring a wide range of services to support BC Hydro Business Groups in developing and awarding medium and high complexity contracts, including high-value and high-risk contracts, while following BC Hydro procurement policies and processes.
- The candidate will be responsible for recommending procurement models and determining suitable sourcing methods while preparing and evaluating contracting documents, including Supply Chain Strategy and Contracting Plans, RFTs, RFPs, RFQs, RFSQs, RFIs, and RFEIs.
- The candidate will be responsible for managing structured procurement processes from initial strategy development through contract award while providing leadership, strategic direction, and advisory support to project teams.
- The candidate will be responsible for working with project teams to identify procurement requirements by analyzing current business conditions, financial considerations, industry offerings, supply base characteristics, legal requirements, risk levels, and other service-specific factors.
- The candidate will be responsible for providing regular updates to the department manager on sourcing initiative progress and escalating issues that may affect procurement outcomes.
- The candidate will be responsible for identifying, developing, and implementing business process improvements that enhance operational efficiency.
- The candidate will be responsible for developing and maintaining positive relationships with key stakeholders across BC Hydro and external organizations.
Job Requirements
- The candidate must have an undergraduate degree in an engineering or business-related field, or an equivalent combination of qualifications and experience.
- The candidate must have a minimum of 8 years of procurement and sourcing experience gained through progressively senior roles, or an equivalent combination of education and experience.
- The candidate must hold a Supply Chain Management Professional (SCMP) designation or equivalent certification and demonstrate strong knowledge of markets, Supply Chain Management best practices, and industry trends, or an equivalent combination of education and experience.
- The candidate must demonstrate the ability to successfully manage medium to large procurement activities for infrastructure projects, including developing procurement and contracting strategies, determining optimal risk allocation, preparing procurement and contract documents, leading evaluations, managing contractor and supplier negotiations, and maintaining supplier relationships.
- The candidate will be considered an asset if they have experience working within a Crown corporation or government environment.
- The candidate will be considered an asset if they have experience interacting and building relationships with First Nations communities.
- The candidate must demonstrate excellent interpersonal, communication, negotiation, project management, planning, and organizational skills.
- The candidate must demonstrate proficiency with MS Office applications, including MS Word, Excel, and PowerPoint.
- The candidate must have a good understanding of contract laws and competitive bidding requirements.
