Job Description
- The candidate will be responsible for leading and overseeing the City’s real estate, land acquisition, and land management functions in support of corporate strategic objectives and long-term municipal planning.
- The candidate will be responsible for maintaining a 15- to 20-year strategic outlook on land needs and opportunities.
- The candidate will be responsible for developing a portfolio of properties to support future civic projects.
- The candidate will be responsible for supporting capital planning, infrastructure delivery, and strategic partnerships such as BC Housing and BC Builds.
- The candidate will be responsible for strengthening corporate land management by establishing consistent frameworks, tools, and processes.
- The candidate will ensure coordinated approaches to property acquisition, disposition, leasing, conveyancing, rights-of-way, easements, and encroachments across all departments.
- The candidate will be responsible for providing expert negotiation and real estate advice to senior leadership and Council while ensuring that land decisions align with the City’s strategic, transportation, and capital plans.
- The candidate will be responsible for maintaining the City’s Land Inventory System, identifying surplus and strategic property opportunities, and developing policies for the acquisition, management, and disposal of municipal land assets.
Job Requirements
- The candidate must hold a Bachelorโs degree in Real Estate, Urban Land Economics, Planning, Business Administration, Geography, or a related field.
- The candidate must have significant experience in real estate, land acquisition, development, conveyancing, and property management.
- The candidate must have experience navigating government processes and multi-interest holder environments, preferably within the public sector, municipal, or complex institutional environments.
- The candidate must hold the AACI โ Accredited Appraiser Canadian Institute designation from the Appraisal Institute of Canada or the R.I. (B.C.) designation from the Real Estate Institute of British Columbia.
- The candidate must have in-depth knowledge of real estate legislation, appraisal practices, land valuation methods, and property acquisition processes.
- The candidate will be required to demonstrate familiarity with the Community Charter, Land Title Act, Expropriation Act, and other relevant provincial statutes.
- The candidate must be proficient in using land management systems, land registry tools, GIS platforms, appraisal software, and Microsoft Office applications.
- The candidate must have the ability to interpret land title records, legal survey plans, easements, covenants, and land-related legal documents.
- The candidate must have the ability to maintain both strategic and operational perspectives while managing complex land functions.
- The candidate must demonstrate expert capability to lead complex, high-value negotiations and manage sensitive property transactions.
- The candidate must have a strong understanding of land valuation, acquisition, conveyance, leasing, and property law.
- The candidate must have the ability to navigate confidential, high-profile, or politically sensitive matters with sound judgment.
- The candidate must have knowledge of valuation, appraisal, acquisition, development processes, and conveyancing.
- The candidate must be proficient in interpreting appraisals, market data, financial analyses, and land inventory information.
- The candidate must have the ability to engage effectively with internal departments, interest holders, property owners, and external agencies.
- The candidate must demonstrate the ability to lead, coach, and develop staff within a multi-disciplinary management team.
- The candidate must possess strong written and verbal communication skills, including report writing and presenting to senior leadership and Council.
- The candidate must have the ability to manage multiple projects, timelines, and priorities in support of corporate initiatives and capital plans.
- The candidate must hold a valid driver’s license issued in the Province of British Columbia.
