Job Description
- The candidate must lead, mentor, and develop the payroll and benefits team while fostering a culture of accuracy, efficiency, and support.
- The candidate must support the development and training of team members to build skills and knowledge.
- The candidate must oversee payroll runs and reporting/remittance requirements, coordinate system integration with financial services, and ensure compliance with statutory, legislative, and policy requirements.
- The candidate must respond to payroll and benefits-related inquiries and provide prompt and clear responses to client groups.
- The candidate must conduct payroll and benefits training sessions for employees and managers as needed.
- The candidate must interpret and apply payroll, tax, benefit, and accounting-related rules, regulations, policies, procedures, and legislation to ensure compliance.
- The candidate must participate in coding, keying, and reconciling data and accounts to ensure timely and accurate transaction processing.
- The candidate coordinates with federal and provincial government agencies, third-party benefit providers, and the BC Pension Corporation on payroll, benefits, and leave management issues.
- The candidate must maintain knowledge of regulatory changes and reporting requirements that impact payroll services.
- The candidate must coordinate year-end activities, including preparation and distribution of T4s, ensuring accuracy and compliance with federal regulations.
- The candidate must review processes, policies, and procedures, make recommendations, and develop and implement approved changes to improve payroll delivery.
- The candidate must participate in internal payroll audit activities and assist with external audit processes to ensure best practices in payroll administration.
- The candidate must contribute as an active team member in departmental initiatives, including project work, process improvement, event support, and committee participation.
- The candidate must support the ongoing functionality and optimization of Workday to ensure effective payroll and benefits service delivery.
- The candidate must support the Manager by examining processes and recommending ways to leverage technology for payroll and benefits services.
- The candidate must perform other duties as assigned within the scope of work.
Job Requirements
- The candidate must possess post-secondary education in business, accounting, or a related program, along with at least 3 years of payroll and supervisory experience, or an equivalent combination of education and experience.
- Preference may be given to the candidate who possesses a Payroll Compliance Professional (PCP) designation and/or a Payroll Leadership Professional (PLP) designation.
- Preference may be given to the candidate who has experience using and/or implementing Workday or similar Enterprise Resource Planning software.
- The candidate must be at least 16 years old and eligible to work in Canada for all positions at the Legislative Assembly.
