We are seeking a self-disciplined individual with exceptional interpersonal skills. The chosen applicant will be required to join and begin their duties as soon as possible. This is a temporary full-time position for approximately two (2) years.

Job Description

  • The candidate will be responsible for supporting the complete procurement process for goods, services, materials, and equipment, including preparing specifications, tender documents, contracts, and cost estimates.
  • The candidate will be responsible for conducting supplier research, interviews, site visits, and evaluations to obtain competitive pricing, terms, and conditions.
  • The candidate will be responsible for administering and monitoring contracts, resolving bid irregularities, and ensuring compliance with legal, ethical, and policy requirements.
  • The candidate will provide procurement expertise, guidance, and support to departments, suppliers, and junior staff.
  • The candidate will be responsible for researching market conditions, analyzing products and services, and preparing recommendations for purchase, lease, or disposal.
  • The candidate will be responsible for representing the City in cooperative purchasing groups and coordinating major procurement activities.
  • The candidate will be responsible for preparing, organizing, and maintaining procurement records, reports, and related documentation.

Job Requirements

  • The candidate must have completed Grade 12, fulfilled the requirements for the Supply Chain Management Professional (SCMP) designation or an equivalent credential, and possess relevant public sector experience, or an equivalent combination of training and experience.
  • The candidate must have considerable knowledge of the policies, procedures, standards, methods, and regulations governing municipal procurement activities.
  • The candidate must have considerable knowledge of the sources, quantities, types, and pricing of goods, commodities, and services required for municipal operations.
  • The candidate must have considerable knowledge of contract law, negotiation practices, and corporate insurance requirements.
  • The candidate must have sound knowledge of market conditions, price trends, and business factors affecting procurement activities.
  • The candidate must have sound knowledge of accounting systems and procedures as they apply to procurement operations.
  • The candidate must have sound knowledge of computer applications related to procurement and administrative work.
  • The candidate must have sound knowledge of the functions and operational requirements of the departments supported.
  • The candidate must be able to recommend procurement procedures and practices that ensure compliance with established standards, policies, and applicable laws.
  • The candidate must be able to prepare specifications, contracts, and tender documents for a wide range of products and services and monitor contract administration.
  • The candidate must be able to evaluate quantity, price, and service factors to determine the quality and suitability of purchased or leased supplies, services, and commodities.
  • The candidate must be able to study market conditions, recommend sales strategies, and arrange for the disposal of obsolete or surplus stock and equipment.
  • The candidate must be able to establish and maintain effective working relationships with suppliers, the public, municipal representatives, and other internal and external contacts.
  • The candidate must be able to present ideas effectively through both oral and written communication.
  • The candidate must possess a valid Class 5 Driverโ€™s License issued in the Province of British Columbia.
  • The candidate must have public sector procurement experience, including experience within municipal, provincial, federal, education, health care, or other government sectors.
