Job Description
- The candidate will provide advice and guidance on purchasing matters and the contracting process while ensuring compliance with Saanich policies, Canadian and International Contract Law, Trade Agreement rules and obligations, and procurement best practices.
- The candidate will be responsible for completing technical purchasing assignments involving various commodities, services, and construction requirements.
- The candidate will receive, prioritize, and process purchase requisitions for multiple departments to ensure timely preparation of purchase orders.
- The candidate will review departmental requirements with end users, research products and services, evaluate detailed specifications, determine the appropriate purchasing method, and work with departments to establish best value evaluation criteria, including price, delivery options, quality, availability, and reliability.
- The candidate will be responsible for composing and preparing purchase orders, requests for quotations, tenders, and requests for proposals (RFPs).
- The candidate will be responsible for researching and selecting vendors, goods, and services based on reliability, pricing, quality, delivery options, and contractual terms and conditions.
- The candidate will be responsible for managing request for quotation, tender, and request for proposal (RFP) processes, maintaining confidential records, interpreting results, evaluating products and services, facilitating evaluation committees, analyzing justifications, preparing supporting spreadsheets, recommending procurement decisions to municipal user departments, and debriefing unsuccessful suppliers.
- The candidate will establish and maintain positive working relationships with internal customers, suppliers, and regional purchasing professionals.
- The candidate will interview sales representatives and manufacturers’ representatives to obtain information on pricing, quality, new products, and product availability.
- The candidate will coordinate purchases with the Municipal Stores staff to maintain acceptable inventory levels.
- The candidate will participate in reviewing supplier performance to support effective procurement decisions.
- The candidate will resolve invoicing and shipping problems to ensure efficient purchasing operations.
- The candidate will schedule annual quotations and tenders.
- The candidate will monitor and update cardholder information in the Purchasing Card System and adjust purchasing limits as required.
- The candidate will be responsible for carrying out site visits and preparing addenda when necessary.
- The candidate will perform other related duties as required.
Job Requirements
- The candidate must have completed Grade 12 or an equivalent qualification.
- The candidate must hold a certificate or have completed one year of post-secondary education in a related field such as Business Administration or Finance.
- The candidate must hold a Diploma of Supply Management from Supply Chain Canada.
- The candidate must have at least three years of purchasing experience, preferably in a public sector environment.
- The candidate will be considered if they demonstrate an equivalent combination of education and experience.
- The candidate must have working knowledge of all procurement methods, including sourcing, selecting, and evaluating, as well as Canada’s competitive bidding laws, contract formation, logistics, transportation, quality management, inventory management, and whole-life costing.

Work conditions and physical capabilities
- The candidate will be required to attend site visits that involve walking on uneven terrain, climbing ladders, and entering areas with low headroom.
- The candidate will work primarily in an office environment and attend site visits in all weather conditions.
- The candidate must wear the required personal protective equipment, including safety boots, a hard hat, and a high-visibility vest, during applicable site visits.
- The candidate will be required to work a Monday to Friday schedule from 8:30 a.m. to 4:30 p.m. for a total of 35 hours per week, with flexible work options available.
- The candidate will have the opportunity to work from home on an occasional basis, depending on work assignments.
