Job Description
- The candidate must provide leadership across capital construction projects while ensuring alignment with BC Hydro’s Safety Management System (SMS), Contractor Safety Program, Life Saving Rules, and Safety-First culture.
- The candidate must lead the development, application, implementation, and sustainment of Capital Construction programs, including contractor safety and high-risk work controls.
- The candidate must liaise with SS&A to interpret and apply occupational health and safety legislation, including WorkSafeBC requirements, standards, and BC Hydro safety program requirements.
- The candidate must support incident investigations and corrective action planning, ensuring timely and accurate reporting and learning integration.
- The candidate must participate in and support the Senior Management Safety Incident Review (SMSIR) process.
- The candidate must provide oversight and support for Safe Work Observation implementation, including performance recognition and corrective action recommendations.
- The candidate must coordinate cross-functional teams including SS&A, contractors, and external stakeholders.
- The candidate must prepare status updates, safety reports, and recommendations for project leadership and senior management.
- The candidate must lead the development, implementation, and monitoring of the Project Delivery Annual Safety Plan, including KPIs, resourcing, and performance reporting.
- The candidate must oversee and support development of Key Safety Persons (KSP) programs, including role clarity, training plans, and performance expectations.
- The candidate must lead and facilitate Capital Construction forums, training sessions, onboarding, and bootcamps including Prime Contractor and Qualified Coordinator programs.
- The candidate must participate in cross-portfolio initiatives such as the First Nations Contractor Program and industry engagement efforts, involving subject matter experts such as SS&A.
- The candidate must identify gaps in systems, program implementation, or training and partner with Safety to address them.
Job Requirements
- The candidate must have significant demonstrated experience designing and successfully implementing business improvements in an operational environment with 5+ years of experience in process improvement, project management, stakeholder engagement, and facilitation.
- The candidate must have proven experience organizing, modeling, and translating data into actionable insights and reporting capabilities that support strategic decision making.
- The candidate must have experience implementing or improving operational processes and technologies to drive business performance.
- The candidate must have excellent written, verbal, and presentation communication skills, adaptable to audiences from field staff to senior management.
- The candidate must have construction site safety and risk management experience with 5+ years in industrial environments, ideally in power utility or oil and gas sectors.
- The candidate must have working knowledge of analytical measures and tools.
- The candidate must demonstrate strong working knowledge of contract management, operations management, procurement, and engineering principles.
- The candidate must have strong knowledge of applicable safety legislation and regulations.
- The candidate must have experience dealing with regulatory bodies and agencies.
- The candidate must demonstrate the ability to provide leadership and technical direction to construction professionals.
- The candidate must demonstrate strong understanding of construction methods and practices.
- The candidate will be considered an asset if they hold a trades designation, PMP, CRSP, P. Eng., or a related certification.
- The candidate must demonstrate strong leadership, relationship management, coaching, and mentoring skills.
- The candidate must demonstrate strong verbal and written communication skills, including the ability to present and negotiate effectively.
- The candidate must demonstrate strong project management, organizational, and problem-solving skills.
