Job Description

  • The Operations Support Officer position supports capital budget, financial and administrative operations within Parks and Recreation.
  • This is a full time temporary 12 month role based at Metro Hall in Toronto with Monday to Friday work routines totaling 35 hours per week.
  • Staff work with the Capital Budget and Finance team on financial tracking, reporting and operational coordination activities.
  • The role includes Section 42 financial administration, reserve fund tracking and support for capital project delivery.
  • Employees work in a fast paced office environment handling financial records, meeting coordination and operational support tasks.
  • The position supports divisional budgeting processes, reporting systems and administrative improvement initiatives.

Responsibilities

  • Support capital budget coordination, forecasting and financial reporting activities.
  • Prepare budget submissions, briefing materials, reports and presentations.
  • Maintain financial tracking tools, templates and reporting systems.
  • Take care of centralized inboxes, calendars and all meeting coordination.
  • Go ahead and prepare agendas and capture meeting minutes.
  • Handle operational plus financial questions that come in from internal or external partners, no matter how direct or indirect.
  • Assist with procurement, manage invoice processing and do document management work as needed.
  • Assist with workflow improvements and operational support projects.
  • Lead Section 42 financial administration and coordination activities.
  • Track Section 42 revenues, expenditures, refunds and balances.
  • Process payment requests, journal entries and reconciliations related to Section 42 funding.
  • Prepare reserve forecasts, cash flow tracking and financial reports.
  • Act as the main contact for Section 42 financial inquiries.
  • Work with Finance, Legal, Planning, Councillor offices and external partners on Section 42 matters.
  • Identify improvements related to financial controls, reporting and business processes.

Requirements

  • Must have post secondary education in Business Administration, Accounting, Finance, Public Administration, Commerce or a related discipline, or an equivalent mix of education and work history.
  • CPA designation or active pursuit of CPA certification would be considered an asset.
  • Strong knowledge of SAP or similar ERP financial systems is required.
  • Candidate must be skilled in MS Excel, MS Word, Outlook and PowerPoint.
  • Work history supporting budgeting, forecasting, reconciliations and financial administration activities is required.
  • Strong coordinating complex administrative, financial or operational processes in fast paced environments is required.
  • Must be comfortable managing multiple priorities independently while meeting deadlines accurately.
  • Work history interacting with internal and external partners and responding to operational or financial inquiries professionally is required.
  • Must be comfortable preparing meeting materials, recording minutes and maintaining organized records.
  • Strong review, problem solving and process improvement skills are required.
  • Strong knowledge of municipal financial administration, reserve funds and capital budgeting would be considered an asset.
  • Familiarity with Section 42 funding administration, refund processing and financial controls would be considered an asset.
