Job Description
- The candidate will be responsible for providing expert advisory, planning, and coordination support to advance the City’s organizational readiness, business continuity, and resilience initiatives.
- The candidate will be responsible for reporting to the Manager, Corporate Emergency Program, and supporting the development, implementation, and continuous enhancement of business continuity and organizational resilience practices that ensure the City can maintain critical services during disruptions and emergencies.
- The candidate will work closely with departments to improve preparedness, support the alignment of operational capabilities with strategic objectives, and promote a culture of readiness and resilience while meeting legislative requirements, recognized standards, and best practices.
Job Requirements
- The candidate must possess a degree or diploma in emergency management, business continuity, public administration, or a related field, or an equivalent combination of education and experience.
- The candidate must have three (3) or more years of progressively responsible experience supporting business continuity, organizational readiness, or emergency management programs, preferably within a public sector environment.
- The candidate with professional certification in emergency management or business continuity, including CEM, CBCI, CBCP, or MBCI, will be preferred.
- The candidate must provide subject-matter expertise to support the design, implementation, maintenance, and continuous improvement of the City’s Business Continuity Management and Emergency Preparedness programs while ensuring plans are current, tested, and aligned with legislative requirements and recognized best practices.
- The candidate will be required to assist with Emergency Support Services (ESS) team operations, including logistics and volunteer coordination during emergency events.
- The candidate will be required to collaborate with departments in developing, reviewing, and maintaining emergency, continuity, and organizational readiness plans that support prevention, mitigation, response, and recovery activities.
- The candidate must support the operation and ongoing improvement of Emergency Operations Centers, including related processes, tools, technologies, and communication systems.
- The candidate must lead and support training, workshops, and exercises that strengthen organizational readiness for emergency incidents and service disruptions.
- The candidate must conduct and support after-action reviews to identify lessons learned, corrective actions, and continuous improvement opportunities following exercises and real events.
- The candidate must support organizational readiness by identifying, assessing, monitoring, and reporting risks that may affect service delivery.
- The candidate will be responsible for supporting the development and enhancement of policies, standards, procedures, and tools related to business continuity, emergency preparedness, and organizational resilience, aligned with provincial frameworks and industry standards.
- The candidate must provide advisory and operational support during planned events and emergency incidents and contribute subject-matter expertise to response and recovery efforts.
- The candidate must participate in an on-call duty rotation to provide emergency response support outside regular working hours.
- The candidate will be required to work with Indigenous partners, local governments, utilities, provincial and federal agencies, and community interest holders to support planning and information sharing.
- The candidate must maintain accurate documentation and prepare reports, briefings, and recommendations related to readiness status, program progress, and corrective actions.
- The candidate must support communication and coordination across departments and with senior leadership during disruptive events and emergencies.
