Job Description
- The candidate will review construction design documents and specifications for non-routine, non-standard, technically complex civil work, develop a thorough understanding of civil construction requirements, identify potential project issues, and provide technical guidance to project managers, engineers, and designers prior to construction.
- The candidate will assist the Project Manager, Engineer, or Designer with tender evaluations, contract negotiations, and contract awards by reviewing tenders for completeness of scope, suitability of requirements, applicability of civil design for site-specific conditions, and technical constraints.
- The candidate will review routine and non-routine, standard and non-standard civil designs at various stages from planning through implementation for internally and externally designed civil projects and provide technical solutions to civil construction issues in consultation with Civil Engineers and Technologists, when required.
- The candidate will negotiate and approve extra work in consultation with the Civil Inspector Work Leader and Project Lead.
- The candidate will be responsible for operating survey equipment to support duct bank profile layouts, manhole grade and location reviews, route selection, plant locating, and the staking and locating of poles and anchors.
- The candidate will be responsible for supporting the Civil Inspector Work Leader in managing externally contracted inspection and survey work by assessing work requirements, schedules, locations, and complexity, and coordinating information for local and regional clients such as Distribution Engineering and Design.
- The candidate will be responsible for advising BC Hydro staff on design and claims matters related to civil assets and conducting investigations into complaints involving alleged encroachment on private property by BC Hydro services.
- The candidate will provide leadership in civil construction inspection to support continuous improvement across projects and within BC Hydro.
- The candidate will provide constructive feedback to the Civil Inspector Work Leader regarding the site applicability of standards and project-specific design documents to support continuous improvement.
- The candidate will provide technical advice and guidance to incumbents in the Civil Inspector 1 position and perform all duties associated with the Civil Inspector 1 role.
- The candidate will perform duties of a minor nature related to the above responsibilities that do not affect the rating of the job.
Job Requirements
- The candidate must have graduated from an accredited technician, technologist, or public works program.
- The candidate must have a minimum of three (3) years of utility construction experience or two (2) years of experience as a Civil Inspector 1 or in an equivalent civil inspector role within the utility industry.
- The candidate must be eligible for registration with ASTTBC as an Applied Science Technologist (AScT), Certified Technician (CTech), or Certified Public Works Inspector (CPWI). This registration requirement does not apply to candidates who hold a degree in Engineering or a related technical field.
- The candidate must have successfully completed high school.
- The candidate must have six (6) years of construction experience on projects related to electrical utility underground construction or three (3) years of experience as a Civil Inspector 1 or in an equivalent civil inspector role within the utility industry.
- The candidate should have completed a basic survey course, which will be considered an asset.
- The candidate must possess a valid Class 5 driver’s licence.

- The candidate will be required to work outdoors frequently in all types of weather conditions and will experience regular exposure to fumes, noise, and dust on construction sites.
- The candidate will be required to drive in adverse weather conditions, walk over rough terrain, climb in and out of trenches, lift lids of underground plant, and work around heavy equipment and machinery.
- The candidate will be required to work in close proximity to energized electrical equipment.
