Job Description

  • The candidate must serve as a subject matter expert in adult learning principles, protective services training methodologies, and applicable operational training standards for all SAA staff, while maintaining best practices and staying current with standards and procedures.
  • The candidate must identify training and education needs by working closely with protective services staff to ensure training meets organizational needs and expectations effectively and efficiently.
  • The candidate must design, develop, and produce training products, materials, and manuals to meet user requirements.
  • The candidate must develop training strategies, plans, curriculum design, course standards, lesson plans, and procedures, and manage their implementation.
  • The candidate must deliver or oversee the delivery of formal training to groups and individuals and develop training schedules.
  • The candidate must support operational readiness through development, delivery, monitoring, and continuous improvement of training and certification programs.
  • The candidate must ensure training facilities and required resources are available, operational, and properly maintained.
  • The candidate must create and maintain training program systems, databases, and records, ensuring compliance with qualification and certification standards and regulations.
  • The candidate must maintain and evaluate the effectiveness of protective services training programs and make recommendations for improvement.
  • The candidate must monitor, track, and report employee certification status and training to ensure operational readiness and compliance.
  • The candidate must determine the suitability and cost-effectiveness of in-house versus contract training and recommend vendors or agencies.
  • The candidate must maintain current knowledge of emerging trends in security and enforcement training and development.
  • The candidate will be required to coordinate with the Justice Institute of British Columbia, law enforcement agencies, regulatory bodies, and training providers on standards and certification requirements.
  • The candidate will be required to support annual budget planning by identifying training needs and coordinating with Procurement for forecasts and purchasing recommendations.
  • The candidate must maintain a safe work environment by following safe work practices and reporting potential hazards.
  • The candidate must perform other duties as assigned within the scope of work.

Job Requirements

  • The candidate must have post-secondary education in adult education or a related program, along with a minimum of 3 years of relevant experience developing and delivering training programs, or an equivalent combination of education and experience.
  • Preference may be given to candidates with experience developing and facilitating curricula for police foundational skills training and education, including Powers of Arrest under Section 495 of the Criminal Code and other Provincial Statutes, theory, law, and practical application.
  • The candidate with experience and/or certification in the use and handling of firearms and firearm safety is considered an asset.
  • The candidate with Project Management Professional (PMP) certification and/or certification in change management is considered an asset.
  • The candidate with Adult Instructor, Police Instructor, Force Options Instructor, Firearms Instructor, or comparable instructional certification is considered an asset.
  • The candidate must be at least 16 years old and eligible to work in Canada for all positions at the Legislative Assembly.
