Job Description
- The Advisor Strategic Planning & Bus Support position leads strategic planning and business support work within Toronto Water.
- This is a full time permanent role based at Metro Hall in Toronto with Monday to Friday work routines totaling 35 hours per week.
- Staff work with divisional leadership teams on business planning, policy development and operational improvement projects.
- The role includes project management, financial planning and service delivery review activities.
- Employees work in a professional office setting supporting long term divisional goals and operational strategies.
Responsibilities
- Implement detailed plans and recommend division policies and procedures.
- Supervise, train and support assigned staff members.
- Monitor staff performance and coordinate daily work assignments.
- Administer assigned budgets and monitor expenditures.
- Lead the development of strategic plans and mid term reviews.
- Develop frameworks, policies and procedures tied to performance measurement programs.
- Lead Total Quality Management framework development across the division.
- Handle projects around it and kind of keep an eye on the key milestones, deliverables and timelines.
- Go through the existing business processes, especially those that link to service delivery and operational costs.
- Conduct research related to legislation, government initiatives and corporate practices.
- Review statistical, operational and financial data and prepare recommendations.
- Prepare reports for management regarding business methods and staffing needs.
- Provide strategic advice and project planning support to divisional staff and management.
- Support organizational and change management initiatives.
- Recommend updates to administrative policies and procedures.
- Maintain awareness of current business and water industry practices.
- Support the Manager Strategic Planning and Workforce Development on divisional initiatives.
Requirements
- Must have post graduate education in business, public administration or another related discipline or an equivalent mix of education and work history.
- Considerable work history supervising staff and supporting strategic and long term business planning activities is required.
- Must have work history developing and writing multi year business plans, fiscal plans and service delivery plans.
- Progressive work history supporting large companies with organizational design, business process modelling and management structure development is required.
- Work history conducting fiscal reviews, cost benefit reviews and financial planning is required.
- Considerable background in managing projects and project teams is required.
- Strong background in supervising staff and other operational support is required.
Strong written and verbal interaction skills are required. - Strong review, conflict resolution and interpersonal skills are required.
- Must be comfortable handling confidential and sensitive information related to senior staff and Council matters.
- Can work with developing and administering large shared service and partnership agreements.
- Must be comfortable developing creative solutions for complex operational issues.
- Strong research, report writing and policy support skills are required.
- Can work with preparing recommendations and options to support decision making.
- Strong knowledge of statistical data review and reporting is required.
- Strong knowledge of budgeting processes and corporate systems is required.
- Must be skilled in spreadsheet development, database management, presentations and project management software tools.
