Job Description
- The candidate must determine appropriate resources for the placement of children being brought into care on both emergency and planned bases and coordinate out-of-region placements when required.
- The candidate must liaise with district offices regarding placements of children in care by participating in Integrated Case Management meetings to discuss and report on placement and resource issues.
- The candidate must facilitate the provision of foster home resources by recruiting, orienting, studying, recommending for approval, training, and monitoring foster parents.
- The candidate must provide ongoing evaluation and assessment of a child’s progress during placement to assist in the planning process.
- The candidate must monitor the provision of integrated services by representing each child in an interdisciplinary team and providing information and feedback for the development of a family service plan.
- The candidate must support foster homes and contracted resource providers by interpreting ministry policy and requirements, ensuring expectations for resource use are clearly understood and met.
- The candidate must participate in protocols related to allegations of child abuse and neglect in child welfare resources according to regional and provincial protocols.
- The candidate must promote permanency using out-of-care and kinship care options.
- The candidate must complete applicant assessments for Out-of-Care placements, including Extended Family Program, interim and temporary Custody to Other, and permanent Transfer of Custody orders.
- The candidate must meet with potential caregivers, assess their capacity to meet the needs of the child, evaluate the home for safety and appropriateness, and complete report writing in a timely manner.
- The candidate must complete contracts for Out-of-Care caregivers, including renewals, and also complete contracts for daycare subsidy payments or other approved payments.
- The candidate must track Out-of-Care referrals and ensure contracts are renewed or cancelled in a timely manner.
- The candidate must provide information about Out-of-Care processes to social workers, potential caregivers, family members, and other professionals as needed or requested.
- The candidate must gather knowledge, information, and research on Out-of-Care options and kinship care.
- The candidate must complete SAFE studies for 54.1 applications.
- The candidate must participate in the development and implementation of Cultural Safety plans for children in Out-of-Care placements.
- The candidate must perform other related duties as required.
Job Requirements
- The candidate must possess a Bachelor’s Degree or higher in Social Work or Child & Youth Care, or a Master’s Degree in Educational Counselling Psychology or a Master of Arts in Counselling Psychology with completion of a practicum in family and child welfare.
- The candidate must be an in-service Ministry of Children and Family Development employee holding a regular SPO 24–30 base position that requires delegation under the Child, Family and Community Services Act (CFCSA).
- The candidate may be considered equivalent when they are registered and a member in good standing with the BC College of Social Workers or when they hold a letter confirming their application for registration approval.
- The candidate must confirm that education obtained outside Canada has been assessed for equivalency through International Credential Evaluation Services (ICES) and provide a comprehensive report and the MCFD supplemental report by the closing date of the posting to be considered.
- The candidate must possess a Bachelor’s Degree in a Human Services field, or a Bachelor’s Degree with a Major or Honours in a Human Services field, or a Master’s level graduate Certificate or Diploma in a Human Services field after completing an unrelated Bachelor’s Degree.
- The candidate must possess a minimum of one (1) year of related or job-specific work experience.
- Preference may be given to applicants who possess the preferred education credentials and/or are in-service Ministry of Children and Family Development employees holding a regular SPO 24–30 base position that requires delegation under the Child, Family and Community Services Act (CFCSA).
- Preference may be given to applicants who are eligible for delegation under the Child, Family and Community Services Act (CFCSA).
- Preference may be given to applicants who identify as Indigenous (First Nations, Métis, or Inuit) and who possess the required combination of education and experience.
