Job Description

  • The candidate will be responsible for reviewing plans and permit applications for one- and two-family dwellings, signs, and other small permit types to ensure compliance with Part 9 of the BC Building Code and applicable codes, acts, bylaws, standards, and regulations.
  • The candidate will be responsible for providing responsive and knowledgeable customer service to applicants and industry stakeholders on various construction and development matters.
  • The candidate will be responsible for discussing plans, proposed projects, and non-conformance issues with property owners, architects, engineers, contractors, and building inspectors.
  • The candidate will be responsible for clarifying technical requirements and providing clear guidance to support successful construction and development outcomes.
  • The candidate will be responsible for interpreting applicable sections of the BC Building Code and City bylaws to provide technical guidance.
  • The candidate will be responsible for suggesting practical solutions that support compliance with the BC Building Code and City requirements.
  • The candidate will be responsible for supporting the timely processing of permit applications by coordinating reviews with relevant City departments and working with internal teams to obtain required approvals and recommendations.
  • The candidate must collaborate with inspectors and contractors to address building code questions, review changes to approved plans, and provide technical assistance at construction sites as needed.
  • The candidate will be responsible for preparing reports and maintaining accurate correspondence, files, and records in accordance with the City’s records management practices and protocols.

Job Requirements

  • The candidate must have completed Grade 12 and hold a Certificate in Building Technology from a recognized Institute of Technology.
  • The candidate must possess a Diploma in Building Technology as a preferred qualification, supplemented by related experience, or meet the requirements through an equivalent combination of training and experience.
  • The candidate must have a BOABC Level 1 Qualification.
  • The candidate must be registered as a Building Official with the BOABC.
  • The candidate must possess a valid Class 5 Driver’s Licence issued in the Province of British Columbia.
  • The candidate must have considerable knowledge of applicable sections of the BC Building Code, municipal bylaws, acts, codes, standards, regulations, and departmental policies and procedures.
  • The candidate must have sound knowledge of building construction methods, materials, and techniques.
  • The candidate must be able to interpret and apply the BC Building Code, bylaws, and regulations and clearly explain requirements to internal and external customers.
  • The candidate must be able to read and interpret plans and drawings, apply the BC Building Code and City regulations, and recommend corrections or changes when required.
  • The candidate must be able to coordinate permit applications through relevant City departments, communicate with internal teams, and support timely completion of reviews.
  • The candidate must be able to work effectively with owners, contractors, tradespeople, engineers, architects, and other stakeholders while applying sound judgment to enforce building bylaws, standards, and regulations fairly and professionally.
  • The candidate must be able to communicate with City inspection staff and contractors during construction to address Code interpretations, material substitutions, and equivalency requirements.
  • The candidate must be able to review and process revisions to approved building plans.
  • The candidate must be able to assist City inspection staff on project sites as required.
  • The candidate must be able to prepare reports, maintain records, and complete correspondence related to assigned work in accordance with City records management protocols.
  • The candidate must be able to use data management systems and related computer programs to support daily work activities.
