Job Description

  • The candidate will be responsible for preparing and administering municipal payrolls, maintaining payroll and employee records, and interpreting collective agreements, employment policies, and benefit plans.
  • The candidate will work closely with departments across the organization to provide guidance on payroll processes and procedures.
  • The candidate will be required to train timekeeping staff on payroll systems and procedures.
  • The candidate will be responsible for ensuring compliance with legislation and internal procedures.
  • The candidate will be required to handle sensitive payroll information with strict confidentiality and discretion.

Job Requirements

  • The candidate must have completed Grade 12 along with payroll administration courses or coursework through the Canadian Payroll Association (CPA).
  • The candidate will be required to demonstrate extensive experience working with computerized payroll systems in a public sector setting.
  • An equivalent combination of education and experience may be considered.
  • The candidate must hold a Payroll Compliance Practitioner (PCP) designation through the Canadian Payroll Association (CPA).
  • The candidate will be required to work 40 hours per week from 8:00 a.m. to 5:00 p.m.
  • The candidate must demonstrate thorough knowledge of payroll accounting systems, wage classification codes, and payroll best practices.
  • The candidate must demonstrate a strong understanding of collective agreements, provincial and federal legislation, and employee benefit programs.
  • The candidate must possess considerable knowledge of payroll-related data processing procedures.
  • The candidate must demonstrate sound knowledge of double-entry bookkeeping and office administration procedures.
  • The candidate must be able to interpret and apply complex payroll rules, regulations, and agreements accurately.
  • The candidate must be able to prepare payrolls, reports, and reconciliations under tight deadlines with minimal supervision.
  • The candidate must demonstrate proven ability to train and guide staff on timekeeping and payroll processes.
  • The candidate must demonstrate excellent interpersonal skills and the ability to communicate effectively with employees, departments, and external agencies.
