Job Description

  • Data Specialist is a full time permanent position supporting Human Service Integration data and reporting services.
  • The position supports data driven planning, reporting and service improvement across City programs.
  • It includes work with modern business intelligence tools, machine learning and large datasets.
  • The role works with internal teams and external partners to improve reporting and decision making.
  • The position offers stable public sector employment with meaningful technical work.

Responsibilities

  • Implement detailed plans and recommend program related policies and procedures.
  • Supervise, guide and support assigned staff and promote high quality work.
  • Manage the daily work of assigned staff including assigning and reviewing tasks.
  • Approve vacation and overtime requests.
  • Review staff performance and recommend disciplinary action when required.
  • Provide input into assigned budgets and monitor spending.
  • Lead projects involving data modelling, review and interpretation of divisional datasets.
  • Design, test and build advanced models to solve complex business problems.
  • Review and implement machine learning methods where suitable.
  • Develop, carry out and review work plans for data projects.
  • Review emerging datasets and advise management on their value and use.
  • Work with different research methods.
  • Build processes to collect and review structured and unstructured datasets.
  • Review industry research and new modelling methods.
  • Document processes, models, code and reports using established best practices.
  • Serve as the subject matter expert for data modeling and analytics in a way that fits the
  • Division and City Council needs.
  • Prepare briefing notes, staff reports and other documentation. .
  • Develop strategies that make information available and accessible for Council, staff and the public.
  • Attend conferences and technical working groups and deliver presentations.
  • Build and maintain positive working relationships with staff, government agencies and data professionals.
  • Monitor application performance and recommend improvements.
  • Follow Occupational Health and Safety requirements and divisional safety policies.

Requirements

  • Completed post secondary education in Data Analytics, Data Science, Statistics, Mathematics, GIS, Environmental Science, Social Sciences, Computer Science or an approved equivalent combination of education and relevant work background.
  • Considerable work background applying data analytics methods such as descriptive reporting, trend reviews, forecasting, segmentation, geospatial review and anomaly detection to support business decisions.
  • Considerable work background designing and building dashboards using Tableau, Power BI, ArcGIS, Looker or similar business intelligence tools.
  • Work background leading projects involving CRM systems, telephony systems, data operations, data science or data analytics including developing and carrying out work plans.
  • Work background maintaining VoIP including SIP networks and call centre technologies such as Genesys, CISCO and IVR platforms, troubleshooting telephony issues, managing user access, monitoring call traffic, tracking performance metrics and preparing usage reports.
  • Excellent verbal, written, presentation and interaction skills with different audiences including technical teams, business teams, senior management and City Council.
  • Familiarity with demographic and behavioural datasets including census and survey information.
  • Strong problem solving, facilitation and conflict resolution skills.
  • Can use sound judgement and discretion when handling confidential information.
  • Can explain technical concepts clearly to business users and explain business needs to technical teams.
  • Highly self motivated with excellent attention to detail and strong management skills.
  • Strong knowledge of research methods, data collection and report writing and data visualization.
  • Strong knowledge of advanced data analytics, statistical modelling and tools such as Python and R and SQL or similar technologies.
