Job Description
- The candidate will enter applicant data into the licensing database.
- The candidate will review licensing applications to ensure they are complete and return incomplete applications or request outstanding information from applicants.
- The candidate must support applicants in completing their applications and ensure submission of required documents.
- The candidate will apply criteria outlined in the Act, regulations, and policies to determine eligibility for licensing.
- The candidate will recommend or approve categories for license applications.
- The candidate will advise clients and stakeholders on the Act and regulations and provide direction on the application process.
- The candidate must conduct follow-ups with clients to confirm their requirements are satisfied.
- The candidate will assist clients and coworkers with technology, including hardware and software issues.
- The candidate will update and maintain administrative policy and procedures manuals (e.g., GOS/ARCS/ORCS) and electronic files.
- The candidate will provide input into procedural or systems enhancements to streamline the approval process.
- The candidate will respond and provide verbal and written general information to staff, the public, and stakeholder agencies regarding program policies and procedures and resolve routine and non-routine queries.
- The candidate will type, format, and proofread a variety of documents and materials such as memos, presentation materials, graphs, flow charts, tables, reports, briefing notes, correspondence, spreadsheets, and Cabinet Submissions from drafts or handwritten notes using desktop tools such as Word, Excel, PowerPoint, and Outlook.
- The candidate will receive, review, sort, prioritize, log, track, and distribute incoming correspondence and briefing notes.
- The candidate will maintain a bring-forward system and ensure issues are tracked and addressed using CLIFF, following up on deadlines and updating CLIFF records.
- The candidate will ensure urgent matters are brought to the manager’s attention and use discretion to redirect and assign issues to other staff in the absence of the manager.
- The candidate will maintain the Executive Director and Manager’s calendar and schedule meetings including appointments, hearings, conferences, and conventions, while making necessary arrangements such as meeting dates and locations, required equipment, catering, venue bookings, and travel arrangements, and preparing agendas with pertinent background information, tracking action items, and taking and distributing minutes.
- The candidate will provide financial support such as calculating fees and/or refunds, collecting licensing fees, issuing receipts, processing bank deposits, monitoring expenditures, coding and processing business expense forms and invoices, reconciling purchase card expenditures, administering the petty cash account, and checking accuracy and completeness of financial documentation.
- The candidate will act as the office contact for facilities and equipment issues such as furniture, photocopiers, and office moves and ensure problems are resolved.
- The candidate will order and maintain a stock of office supplies for the office.
- The candidate will assist office staff with Time and Leave online entries and contact the service centre to resolve issues.
- The candidate will assist with human resource administrative functions.
- The candidate will provide general administrative support to program staff.
- The candidate will compile and produce yearly horse racing statistics and reports for inclusion in the Ministry Annual Report and circulation to interested parties.
- The candidate will create race date calendars for web posting and circulation.
- The candidate will receive, compile, and review Stewards’ and Judges’ rulings and Reconsideration Decisions spreadsheets for quarterly web posting and attach them in the GOS profile.
- The candidate will communicate with other government offices and racing industry operators and associations via email, facsimile, telephone, and correspondence to exchange information on behalf of the Director.
- The candidate will receive and compile requests for Reconsideration of Stewards’ and Judges’ rulings filed by licensed horse racing participants.
Job Requirements
- The candidate must possess experience working in an office setting.
- The candidate must possess experience with word processing and database applications, including Microsoft Office.
- The candidate must demonstrate experience delivering client service.
- The candidate must have completed secondary school or an equivalent qualification.
- Preference may be given to candidates with experience working with multicultural organizations and/or communities.
- The candidate must be located in British Columbia at the time of employment.

Work conditions
- The candidate must be willing to perform duties with in-person attendance at the track.
- The candidate must be willing to work variable hours, including shifts ranging from 5 to 10 hours in length, during weekdays, evenings, weekends, and statutory holidays, depending on seasonal live racing schedules and operational requirements.
