Job Description
- The candidate will be responsible for independently planning, coordinating, and conducting specialized onsite audits of medical and health care practitioners, medical facilities, private clinics, funded agencies, and other Ministry of Health claimants to ensure compliance with the Medicare Protection Act and applicable provincial legislation.
- The candidate must perform specialized audits by examining billing data, applying advanced statistical sampling methods, and interpreting fee codes based on the Medical Services Commission Payment Schedule for each practitioner’s specialty.
- The candidate must determine and evaluate other sources of funding from provincial, community, and health authority programs, including the Rural Retention Program, Alternative Payments, Medical On Call Availability Program, Business Cost Premium, and Longitudinal Family Physician payment model, to ensure that funding is directed and used for its allocated purpose and to deter practitioners from extra billing to the Medical Services Plan.
- The candidate must determine the scope of audits, types of practices, audit findings, significant issues, observations, and recommendations while identifying patterns of non-compliance and areas requiring potential additional investigation.
- The candidate must prepare audit plans, working papers, programs, and schedules while establishing objectives, goals, standards, and performance expectations for the audit team.
- The candidate must schedule, organize, and collaborate with the contracted medical inspector (MI) throughout the audit process, including post-audit follow-up activities and review of MI expense requests.
- The candidate must lead, supervise, and direct the work of an onsite audit team, tour facilities, conduct interviews with the auditee, medical professionals, and institutional departments, examine confidential electronic and hard copy medical records, including physician notes, day sheets, and private invoices, and assess risk factors related to management systems, internal controls, accounting practices, and operations.
- The candidate must prepare audit reports and supporting documents to recommend recovery of overpayments when non-compliance is identified, including unjustifiable departures from practice or billing patterns, claims for payments related to benefits not provided, or misrepresentation of the nature or extent of benefits delivered.
- The candidate must discuss audit findings and assessment details with practitioners, explain specific fee items, describe methods used to calculate areas of non-compliance, and outline follow-up actions required to resolve missing supporting documents.
- The candidate will be responsible for preparing, reviewing, and maintaining audit documentation and reports to ensure all information is complete, accurate, and aligned with audit evidence, legislative requirements, and professional auditing standards.
- The candidate must prepare and deliver presentations to Ministry Executive, senior government officials, and committees regarding audit findings and audit status updates.
- The candidate must contribute to developing and maintaining program policies, procedures, audit manuals, and audit programs.
- The candidate must monitor the status of Committee recommendations related to implementing S. 15(2) of the MPA to cancel a practitioner’s enrolment from the MSP and affect their ability to bill fee for service.
- The candidate must attend mediations as a subject matter expert and participate in audit hearings by providing evidence under oath and testifying on audit-related issues as required.
- The candidate must research complex technical issues and provide technical advice, including recommendations for amending statutes or changing administrative practices.
- The candidate must undertake special audit projects, reviews, and investigations as requested by Ministry Executive.
- The candidate must conduct specialized extra-billing audits using statistical sampling based on financial statements and report audit findings to Health Canada to support the fundamental principles of the Canada Health Act and reduce penalties imposed on the province for non-compliance.
- The candidate must provide expert advice and support to ministry staff regarding matters related to MSP compliance.
- The candidate will be responsible for providing orientation, training, and mentorship to new auditors.
- The candidate will be responsible for acting on behalf of the Audit Team Lead by supervising staff and conducting performance appraisals and evaluations when required.
Job Requirements
- The candidate must hold a Chartered Professional Accountant designation (CPA – CA, CGA, or CMA) in good standing and have at least 2 years of recent related experience.
- The candidate must have a Bachelor’s degree in a related field, hold a Certified Fraud Examiner (CFE) or Certified Internal Auditor (CIA) designation in good standing, and have at least 2 years of recent related experience.
- The candidate will be considered if they have an equivalent combination of education and recent, related work experience.
- The candidate must hold a valid BC Class 5 Driver’s Licence.
- The candidate must have audit and/or accounting experience, including knowledge of accounting principles, auditing standards, information technology, and management auditing practices.
- The candidate must have experience completing analysis of large volumes of raw data.
- The candidate must have experience drafting reports for presentation to internal and/or external stakeholders.
- The candidate with prior supervisory experience will be preferred for this position.
- The candidate with proficiency in using Microsoft Excel will be preferred for this position.
- The candidate with previous experience working in the health sector will be preferred for this position.
- The candidate currently enrolled in the CPA designation program will be preferred for this position.
