Program Evaluator

The Program Evaluator position with City of Toronto supports Toronto Public Health programs through evaluation, research and quality improvement work. This role helps review how public health programs perform and support teams in improving services and long term planning.

Job Description

  • Program Evaluator supports evaluation and quality improvement work for Toronto Public Health programs.
  • This is a full time temporary position with Monday to Friday schedules and 35 hours per week.
  • The role is based at Union Station in Toronto.
  • Staff work with multidisciplinary teams on public health reviews, research and reporting activities.
  • The position includes project based work involving surveys, program assessments and evaluation planning.
  • Employees work in a professional public health environment with management teams and technical experts.

Responsibilities

  • Work with program staff and management on planning and evaluation activities.
  • Develop and review program logic models.
  • Create assessment tools and evaluation strategies.
  • Design and test evaluation and applied research methods.
  • Develop implementation plans for evaluation projects.
  • Research and review evaluation related policies.
  • Plan and deliver educational activities related to program evaluation.
  • Participate in survey development and implementation.
  • Evaluate public health programs, processes and outcomes.
  • Perform qualitative and quantitative data reviews.
  • Prepare evaluation reports and management reports.
  • Present findings to management, City Council committees and external groups.
  • Identify research and funding opportunities for public health programs.
  • Prepare and submit grant applications.
    Collect and share literature related to program evaluation.
  • Provide support on daily evaluation and applied research matters.

Requirements

  • Must hold a Master’s degree in Health Sciences, Applied Social Sciences, Health Administration or a related field or an equivalent mix of a bachelor’s degree and extensive related work history.
  • Considerable work history with evaluability assessments and process and outcome evaluations using qualitative and quantitative methods is required.
  • Considerable work history as an evaluator in public health or a similar setting is required.
  • Strong knowledge of microcomputer systems, database management and statistical software used for evaluation work is required.
  • Considerable work history preparing detailed reports on complex evaluation projects and presenting findings clearly is required.
  • Considerable work history managing multiple projects with strong planning and organizational skills is required.
  • Strong interaction skills with the capacity to work cooperatively in multidisciplinary team settings are required.
  • Can work with program staff, management teams, senior leaders and technical experts effectively.
  • Credentialed Evaluator designation would be considered an asset.
