Job Description

  • The candidate will participate in the evidence-based review of new drugs, drug classes, and existing drugs on the program’s benefit list to ensure medications and policies deliver good value for money through the analysis of clinical and cost effectiveness.
  • The candidate will conduct and contribute to therapeutic, cost-effectiveness, and budget impact analyses by reviewing and evaluating alternative treatment options, accepted medical practices in the province, comparisons with other provincial jurisdictions, and alignment with established policy objectives.
  • The candidate will consult with medical and pharmacy experts, review medical literature, research clinical practices and innovations in other jurisdictions, prepare reports, and recommend the feasibility of proposed guidelines as decision support tools.
  • The candidate will consult with affected parties and government agencies to identify appropriate coverage recommendations.
  • The candidate will provide clinical evaluations and exercise professional judgment when adjudicating Special Authority (SA) requests submitted by practitioners, where Special Authority grants full benefit status to medications that would otherwise receive partial benefit or limited coverage.
  • The candidate will resolve complex Special Authority requests and issues escalated by Special Authority (SA) Technicians.
  • The candidate will conduct audits of patients and pharmacies to determine compliance as required.
  • The candidate will develop and recommend improved practices, processes, and standards for Formulary Management drug reviews and Special Authority reviews.
  • The candidate will be responsible for developing and implementing policies for special disease drug plans, addressing issues related to drug policies such as requests for formulary additions, and preparing policy approval documents for Cabinet and Treasury Board submissions.
  • The candidate must maintain existing drug and benefit coverage policies, contribute to the Low-Cost Alternative, Reference Drug, and Limited Coverage programs, and assist with developing and implementing new policies based on cost containment and other initiatives.
  • The candidate will represent British Columbia on committees addressing drug plan policy issues, ensure the Pharmaceutical Services Division (PSD) viewpoints and priorities are effectively represented, serve on internal and external PSD committees, and participate as a staff member on the Drug Benefit Committee (DBC).
  • The candidate will prepare written materials, including ministerial correspondence, policy papers, position papers, briefing notes, discussion papers, and presentations.
  • The candidate will participate in branch or divisional drug research initiatives as required.
  • The candidate will lead or participate in staff development and education programs to strengthen staff knowledge and clinical perspective in branch and divisional initiatives.

Job Requirements

  • The candidate must have graduated from a recognized Faculty of Pharmaceutical Sciences with a minimum Bachelor of Science in Pharmacy.
  • The candidate must hold current registration and a valid licence in good standing as a Licensed Pharmacist with the College of Pharmacists of BC.
  • The candidate must have 2–5 years of experience as a licensed practicing Pharmacist in a BC retail or hospital pharmacy.
  • The candidate must have experience in medical literature research, analysis, and interpretation.
  • The candidate must have experience working in a variety of clinical pharmacy practice settings, including acute care, community pharmacy, primary care, long-term care, or similar environments.
  • The candidate must have experience implementing new pharmacy programs or services.
  • The candidate will be required to demonstrate experience in the critical appraisal of scientific literature.
  • Preference may be given to applicants who identify as Indigenous (First Nations, Métis, or Inuit).
  • Preference may be given to applicants with experience in the drug review process.
  • Preference may be given to applicants with experience adjudicating drug coverage requests.
  • The candidate must be located in British Columbia at the time of employment.
