Job Description

  • The candidate will be responsible for receiving, assessing, and responding to concerns of child abuse and neglect by interviewing parents, children, and youth, assessing strengths and needs, consulting with appropriate agencies, developing safety plans, determining whether children or youth require protection, and taking appropriate follow-up actions, including community service referrals, voluntary support services, ongoing support services, in-care or out-of-care placements, and court processes.
  • The candidate will be responsible for working respectfully and collaboratively with Indigenous communities and other cultural communities to support children, youth, and families.
  • The candidate will be responsible for collaboratively developing and implementing plans by identifying client needs, establishing long- and short-term goals, and identifying resources to support children and families.
  • The candidate will be responsible for ensuring ongoing case management by monitoring progress toward goals, coordinating services, consulting with service providers, reviewing contract terms, and making referrals to other agencies.
  • The candidate will be responsible for preparing court documentation, filing documents, and ensuring legislative requirements are met and timelines for serving notice comply with the Rules of Court.
  • The candidate will be responsible for preparing clients for court by explaining the purpose, ensuring access to legal counsel, informing clients of other witnesses, and explaining expected court behaviour and appearance.
  • The candidate will be responsible for preparing and presenting evidence for Family Court, determining admissible evidence, instructing legal counsel on the type of court order sought, preparing for hearings, negotiating hearing times and witnesses, and presenting testimony.
  • The candidate will be responsible for facilitating alternative dispute resolution processes by collaboratively engaging families to determine appropriate approaches such as family group conferences or mediation, arranging, implementing, and participating in the selected process, and ensuring the resulting plan addresses child safety.
  • The candidate will be responsible for acting as the legal guardian of children in care by assessing the child’s strengths and needs in relation to permanency, identity, placement, health, legal matters, education, social and recreational activities, and self-care and independence skills.
  • The candidate will be responsible for developing Family Plans aimed at reuniting the child with the family and/or creating an alternate permanency plan for the child or youth, while coordinating and monitoring community services for the family.
  • The candidate will be responsible for providing services to families, including assistance with parenting skills and preparation for adoption placement.
  • The candidate will be responsible for authorizing expenditures for support services to families.
  • The candidate will be responsible for working with and supporting families facing challenges, which may occasionally involve exposure to unpleasant interactions with angry, abusive, or abused clients, and working around volatile parents and children in crisis.

Job Requirements

Preferred Credentials:

  • The candidate must hold a Bachelor’s degree or higher in Social Work or Child & Youth Care, or a Master’s degree in Educational Counselling Psychology or Counselling Psychology with a completed practicum in family and child welfare.
  • Preference may be given to in-service Ministry of Children and Family Development employees who hold a regular SPO 24–30 base position that requires delegation under the Child, Family and Community Services Act (CFCSA).
  • The candidate may be considered equivalent if they are registered and in good standing with the BC College of Social Workers or hold a letter confirming that their application for registration has been approved.
  • The candidate whose education was obtained outside Canada must have it assessed for equivalency through the International Credential Evaluation Services (ICES) and submit both a comprehensive report and the MCFD supplemental report by the posting closing date to be considered.

Expanded Credentials:

  • The candidate must hold a Bachelor’s degree in a Human Services field, or a Bachelor’s degree with a Major or Honours in a Human Services field, or a Master’s level graduate certificate or diploma in a Human Services field completed after an unrelated Bachelor’s degree.
  • The candidate will be required to have a minimum of one (1) year of related or job-specific work experience.
  • The candidate may be considered if they have other combinations of education and experience.
  • If the candidate’s education was obtained outside Canada, they must confirm it has been assessed for equivalency through the International Credential Evaluation Services (ICES) and provide a basic report by the closing date of the posting to be considered.
  • Preference will be given to applicants with the following: preferred education credentials and/or in-service Ministry of Children and Family Development employees who hold a SPO 24–30 base position that requires delegation under the Child, Family and Community Services Act (CFCSA).
  • Preference may be given to applicants who currently hold or are immediately eligible for full delegation (C6) under the Child, Family and Community Services Act (CFCSA/CFSCA).
  • Preference may be given to applicants with one (1) or more years of job-specific experience.
  • Preference may be given to applicants who self-identify as Indigenous (First Nations, Métis, or Inuit) and who possess the required combination of education and experience.
  • The candidate must hold and maintain a valid Class 5 BC Driver’s License without restrictions or an equivalent driver’s license from another Canadian province.
  • The candidate must be located in British Columbia at the time of employment.
