Job Description

Financial Advice

  • The candidate will be responsible for providing expert advice, analysis, and recommendations on all aspects of regulatory and compliance audits.

Financial Stewardship

  • The candidate will be responsible for conducting the planning, development, and implementation of an annual audit plan for the assigned audit portfolio.
  • The candidate will be responsible for developing audit frameworks and methodologies, including policies, procedures, timelines, resource requirements, data acquisition standards, risk management strategies, quantitative and qualitative methods, contacts, project milestones, and approval and reporting requirements.
  • The candidate will be responsible for conducting issues management by identifying issues, gathering information from stakeholders, analyzing risks, developing options, and preparing recommendations.
  • The candidate will be responsible for leading and managing continuous improvements to audit program methodology to ensure alignment with operational requirements and improved time and resource efficiency.
  • The candidate will be responsible for providing regular status reports and managing audit reporting.
  • The candidate will be responsible for preparing detailed audit schedules, including the nature, scope, resources, timing, communication, and cut-off or shutdown requirements.
  • The candidate will be responsible for communicating and coordinating audit activities with warehouse representatives and manufacturers.
  • The candidate will be responsible for identifying and recommending process improvements in inventory accounting and operational procedures to external stakeholders.
  • The candidate will be responsible for preparing audit reports, along with supporting working papers and schedules.
  • The candidate will be responsible for performing post-audit file reviews to validate findings and ensure recommendations are fully supported.
  • The candidate will be responsible for auditing compliance with LDB sales agreements, identifying non-compliance, and recommending options to the Regulatory team, including suspensions, terminations, penalties, and fines.
  • The candidate will be responsible for arranging, observing, and ensuring the completeness of annual inventory counts to confirm proper accounting and operational controls, identifying variances, calculating and authorizing assessments or billings for shortages, and compiling summary audit reports with supporting working papers and schedules.
  • The candidate will be responsible for performing post-inventory count reconciliation file reviews to validate the completeness and accuracy of assessment amounts.
  • The candidate will be responsible for reviewing and assessing risk factors related to businesses’ inventory accounting practices and systems.
  • The candidate will be responsible for establishing and maintaining current knowledge of manufacturers’ agreements, the Liquor Warehouse Program, Warehouse Licensing and private store agreements, International Financial Reporting Standards (IFRS) and interpretation bulletins, as well as relevant federal and provincial legislation including the Customs Act, Excise Act, Importation of Intoxicating Liquor Act, Liquor Control and Licensing Act, Liquor Distribution Act, and related regulations, LDB agreements, policies, and procedures.

Financial Services

  • The candidate will be responsible for supervising, scheduling, and assigning work to compliance analysts and clerks to support sales reporting compliance monitoring and agreement audits, while providing functional direction on resolving issues, clarifying policies and procedures, addressing variances, and managing exceptions, as well as delivering training on Branch systems, setting performance standards, conducting performance reviews, and recommending disciplinary action when required.
  • The candidate will be responsible for monitoring the work of contracted service providers and signing off on completed work.
  • The candidate will be responsible for performing other operational and project-related duties as required.

Job Requirements

  • The candidate must hold a Canadian professional accounting designation (CPA) and be an active member in good standing with CPA British Columbia (CPABC), along with recent related experience. If the designation was obtained outside Canada, equivalency must be confirmed through an applicable Canadian accounting association.
  • The candidate must have a minimum of two (2) years of experience conducting compliance, operational, financial, internal, fraud audits or reviews, or financial investigations.
  • The candidate must have a minimum of one (1) year of supervisory or team lead experience with direct reports in a financial and administrative environment.
  • Preference may be given to candidates with experience as an audit professional in regulatory compliance, financial audit, or investigative roles.
  • Preference may be given to candidates with experience working in a unionized environment.
  • Preference may be given to candidates with experience in the beverage alcohol industry, supply chain, or wholesale/retail operations.

Work conditions and physical capabilities

  • The candidate must be available for occasional overnight travel within the Province of British Columbia.
