Job Description
- The candidate will be responsible for identifying suitable placement resources for children being brought into care through emergency and planned placements, including coordinating out-of-region placements when necessary.
- The candidate will be responsible for working with district offices on child placements through regular participation in Integrated Case Management meetings to address placement concerns and resource issues.
- The candidate will be responsible for supporting foster home resources for children in care by recruiting, orienting, assessing, recommending, training, and monitoring foster parents.
- The candidate will be responsible for monitoring and assessing a child’s progress throughout placement to assist with planning activities.
- The candidate will monitor the provision of integrated services by representing each child on an interdisciplinary team and providing information and feedback for the development of a family service plan.
- The candidate will be responsible for assisting foster homes and contracted resource providers by explaining ministry policies and requirements in a positive manner and ensuring resource requirements are understood and followed.
- The candidate will participate in protocols related to allegations of child abuse and neglect in child welfare resources in accordance with regional and provincial protocols.
- The candidate will be responsible for promoting permanency through Out-of-Care and kinship care options.
- The candidate will be responsible for conducting applicant assessments for Out-of-Care placements, including the Extended Family Program, interim and temporary Custody to Other, and permanent Transfer of Custody orders, meeting with prospective caregivers, evaluating their capacity to care for the child, assessing home safety and suitability, and preparing reports within required timelines.
- The candidate will be responsible for preparing and renewing contracts for Out-of-Care caregivers and completing approved contracts for daycare over-subsidy payments or other authorized payments.
- The candidate will be responsible for monitoring Out-of-Care referrals and ensuring contract renewals and cancellations are completed on time.
- The candidate will be responsible for explaining Out-of-Care processes to social workers, prospective caregivers, family members, and other professionals when required.
- The candidate will be responsible for collecting knowledge, information, and research on Out-of-Care options and kinship care.
- The candidate will be responsible for conducting SAFE studies for 54.1 applications.
- The candidate will be responsible for supporting the development and implementation of Cultural Safety plans for children placed in Out-of-Care settings.
- The candidate will perform other related duties as assigned.
Job Requirements
- The candidate must hold a Bachelor’s degree or higher in Social Work or Child & Youth Care.
- The candidate must hold a Master’s Degree in Educational Counselling Psychology or a Master of Arts in Counselling Psychology, including the completion of a practicum in family and child welfare.
- The candidate must be an in-service Ministry of Children and Family Development employee holding a regular SPO 24โ30 base position that requires delegation under the Child, Family and Community Services Act (CFCSA).
- The candidate will be considered equivalent if they are a registered member in good standing with the BC College of Social Workers or possess a letter from the College confirming approval of their registration application.
- The candidate must confirm that if their degree was obtained outside of Canada, it has been assessed for equivalency through the International Credential Evaluation Services (ICES).
- The candidate must hold a Bachelor’s degree in a Human Services field, a Bachelor’s degree with a Major or Honors in a Human Services field, or a Master’s-level Graduate Certificate or Diploma in a Human Services field completed after an unrelated Bachelor’s degree.
- The candidate must have a minimum of one year of related or job-specific work experience.
- The candidate will be considered if they possess an equivalent combination of education and experience.
- Preference may be given to candidates who possess the preferred educational credentials and/or are in-service Ministry of Children and Family Development employees holding a regular SPO 24โ30 base position that requires delegation under the Child, Family and Community Services Act (CFCSA).
