Job Description
- The candidate will be responsible for accountability for complex infrastructure project procurement involving higher spend, project impact, risk, market complexity and stakeholder considerations.
- The candidate will be responsible for providing expertise and oversight in achieving procurement-related project milestones, financial targets, and operational targets for the project.
- The candidate will be responsible for leading effective project procurement teams through structured procurement processes.
- The candidate will be responsible for working collaboratively with project teams to develop and implement strategies that meet specified objectives and targets.
- The candidate will be responsible for proactively bringing new concepts, opportunities, information, methodologies, and tools to support innovative thinking, problem solving and decision-making.
- The candidate will be responsible for making recommendations to senior management and executives on infrastructure project strategies that balance competing needs and objectives.
- The candidate will be responsible for ensuring the development of compelling project procurement strategies to support decision making and obtain approval.

- The candidate will be responsible for drafting RFP/RFT/RFSQ documents starting from standard templates and tailoring them as required to execute approved strategies and contracting plans.
- The candidate will be responsible for overseeing the development and/or undertaking vendor evaluation criteria, evaluation weightings, and performance indicators to ensure the most suitable vendor is selected.
- The candidate will be responsible for leading cross-functional evaluation teams.
- The candidate will be responsible for negotiating with sophisticated multinational and global companies ensuring compliance, policies, procedures and governance follow BCH guidelines.
- The candidate will be responsible for managing negotiations involving concession agreements, complex contract terms and multifaceted approaches.
- The candidate will be responsible for leading debriefing sessions with unsuccessful respondents to maintain ongoing relationships.
- The candidate will be responsible for anticipating and assessing supply chain risks, project impact, and developing and recommending solutions.
- The candidate will be responsible for leading research and analysis of external market conditions and vendor supply issues to ensure in-depth expertise.
- The candidate will be responsible for providing insight and advice to business units, senior management, and Supply Chain team members.
- The candidate will be responsible for proactively leading lessons learned exercises and leading revisions to improve infrastructure project procurement processes.
- The candidate will be responsible for ensuring continuous improvement, redesign of processes, increased efficiency, superior service, and value delivery.
- The candidate will be required to act as a senior technical expert, providing leadership and guidance to support coaching and mentoring activities.
- The candidate will be responsible for developing skills, enhancing technical knowledge, and building organizational capacity within Infrastructure Projects, Supply Chain, and various business unit teams.
Job Requirements
- The candidate must possess a university degree in business, supply chain, engineering, finance, or a related discipline.
- The candidate with a Master’s degree will be preferred.
- The candidate must have a minimum of ten (10) years of experience in infrastructure project procurement, particularly in large construction or supply and installation contracts.
- The candidate should have professional certifications such as SCMP, APICS, PMP, or P.Eng, which will be considered strong assets.
- The candidate must have experience developing and implementing procurement strategies for complex projects.
- The candidate must demonstrate strong experience in drafting complex procurement documents such as RFPs, RFTs, and RFSQs.
- The candidate must have proven experience in leading negotiations, managing supplier relationships, and resolving contractual issues.
- The candidate must be capable of managing multiple large-scale projects simultaneously while meeting deadlines.
- The candidate must demonstrate strong knowledge and proven experience in the planning and organizational implementation of infrastructure project procurement processes that differ from the traditional Design–Bid–Build approach. This includes approaches such as Early Contractor Involvement, Design–Build, Construction Management at Risk, Public-Private Partnerships (PPP), and other alternative delivery models.
- The candidate with experience in capital project procurement practices or collaborative approaches involving First Nations partnerships will be considered an asset.
